Vern Ingram
Vernon Ingram
President and CEO

As president and CEO of Noblis ESI, Mr. Ingram is responsible for the general management and strategic direction of Noblis ESI’s overall technical, financial, and administrative activities. He has a proven performance record in challenging industry, operational, program management, and engineering positions.

Mr. Ingram has extensive experience in leading organizations and developing innovative solutions to some of the most complex national security challenges in Command, Control, Communications, and Computers and Intelligence, Surveillance, and Reconnaissance. His present work focuses on delivering National Technical Means to the last tactical mile. He has broad experience interacting with numerous federal agencies and Congress on reconnaissance operations, policies, and issues.

Mr. Ingram is a retired United States Navy Captain and pilot with over 24 years of service. He has held the positions of squadron commander, division chief on both the Joint and Navy staffs, and executive officer of a Naval air station.

Mr. Ingram has a master of national security and strategic studies from the Naval War College and a bachelor’s degree in aerospace engineering from the University of Virginia.

Charles Muggleworth  
Senior Vice President

As Noblis ESI Vice President for National Systems, Mr. Muggleworth is responsible for overall performance on all contracts within the directorate. Mr. Muggleworth helps clients across multiple federal agencies, the Department of Defense, and the Intelligence Community develop and acquire Intelligence, Surveillance, and Reconnaissance (ISR) ground systems.

From an operational perspective, Mr. Muggleworth is Noblis ESI’s Organizational and Personal Conflict of Interest Officer and represents Noblis ESI on Noblis' Corporate Ethics and Organization Conflict of Interest (OCI) review teams.

Mr. Muggleworth is a 20-year Navy Veteran, having retired with a rank of Commander. He served at Naval Sea Systems Command (NAVSEA),  Program Executive Office for Integrated Warfare Systems (PEO IWS), before joining Noblis ESI in 2008. Prior to that Mr. Muggleworth was involved in a wide variety of functions ranging from Space and Naval Warfare Systems Command (SPAWAR) Space Field Activity at the National Reconnaissance Office, to Combat System Officer aboard USS PITTSBURGH (SSN-720).

Mr. Muggleworth served more than a decade in the Navy as a submarine officer, supporting counter-drug operations and other missions including deployments to the Mediterranean Sea and the Arabian Gulf. He managed the $100M+ “must succeed” AN/BVS-1 Photonics Mast periscope program for the Virginia-class submarine and oversaw development of unique, multi-intelligence, multi-service ground station and intelligence analysis systems.

Mr. Muggleworth has a master of science degree in electrical engineering and a master of science in engineering acoustics from the U.S. Naval Postgraduate School in Monterey, CA. He graduated from the U.S. Naval Academy with a bachelor of science degree in electrical engineering. Mr. Muggleworth also attended the Advanced Program Management Course at the Defense Acquisition University and was certified DAWIA Level 3 in Program Management.

Chris LeSuer  
Vice President

Chris LeSuer is the Noblis ESI Vice President for Business Development. He develops the overall business strategies for Noblis ESI, and is responsible for customer engagement, engineering and acquisition solution development, and industry partnerships.

Mr. LeSuer has worked for Noblis ESI for more than five years, delivering successfully on Intelligence Community programs like DI2E, DCGS-IC, and ChatSurfer. He is a long-term practitioner of what is today called Agile, and has delivered novel Agile systems engineering processes to Noblis ESI clients.

Prior to joining Noblis ESI, Chris was a project engineer for KDM Systems, supporting early operational capability development for DCGS-IC and AF-DCGS. He was also enterprise risk management lead for NRO/SIGINT/SETO supporting SIGINT architecture assessments to NRO leadership.

Prior to joining industry, Mr. LeSuer served nine years in the U.S. Navy. During his career, he supported many Intelligence programs for NRO and other IC agencies. As the deputy program manager for the joint-agency SILVERCOMET program, Mr. LeSuer managed the equities of the NRO and served as the PASSGEAR COTR. Mr. LeSuer was a U.S. Naval Aviator for Fleet Air Reconnaissance Squadron Four (VQ-4), Tinker AFB with more than 1,200 hours as Commander/Mission Commander aboard E-6 aircraft, executing the Navy's mission of assured communications to our deployed strategic forces. As the squadron's NATOPS instructor pilot, Chris trained and mentored more than 30 squadron pilots, qualifying 12 upgrading pilots.

Mr. LeSuer is a graduate of the U.S. Naval Academy with a degree in aerospace engineering, and Troy State University with a degree in business administration. He has attended Project Management Institute courses, and is a member of AFCEA. Mr. LeSuer is Defense Acquisition Workforce Improvement Act (DAWIA) Program Management Level 2 certified.

David Fitch 
Acting CFO and Business Manager

Mr. Fitch is Acting CFO and Business Manager for Noblis ESI. After Noblis acquired Noblis ESI in 2012, Mr. Fitch was asked to oversee and manage the integration of Noblis and Noblis ESI and to serve as acting CFO. He is responsible for all shared services for Noblis ESI, including accounting, contracts, human resources, IT, and security.

Mr. Fitch has more than 15 years of experience in delivering accounting, auditing, cost and pricing, budgeting, and financial management support to government customers and corporations.

Before the acquisition of Noblis ESI, Mr. Fitch spent over ten years with Noblis in various roles including leading the internal audit and pricing departments of Noblis.

Prior to joining Noblis in 2003,  Mr. Fitch was a lead accountant at BearingPoint where he financially managed all of their U.S. Treasury account projects, including the IRS, Secret Service, and the U.S. Mint.

Mr. Fitch is a Certified Public Accountant (CPA) and holds a master’s degree in accounting and Information Technology and a bachelor’s degree in accounting from the University of Maryland.
